Storm chasers and door-to-door roofing sales in Arkansas

After a hailstorm, crews arrive. Some are local businesses working their own market and some are not. Arkansas law gives you one specific, checkable rule that does most of the sorting, and almost nobody knows it. Stated as of August 2026.

The rule

Arkansas requires a roofing contractor registration certificate to perform residential roofing work. There is an exemption for a home improvement or residential building contractor that does roofing as part of a larger project, and Ark. Code Ann. 17-25-610 attaches a condition to it: the business must not use door-to-door sales of roofing services.

Read that plainly. A business knocking on doors selling roofs cannot lean on the builder exemption. It needs the roofing contractor registration itself, and if it has one, showing you is easy. That single question does more work on your doorstep than any amount of judgment about a truck or a polo shirt.

And the registration is not hard to hold: a sworn application, a $15,000 surety bond, workers compensation proof, and a fee capped at $100 a year, with no exam involved. A business working Arkansas roofs without one has made a choice.

What happens to an unregistered contractor's contract

Two provisions matter. Acting as a roofing contractor without a certificate is a Class A misdemeanor with each day counted separately (17-25-603). And a roofing contractor that performs work or contracts in violation of the subchapter cannot bring an action to enforce the contract and cannot recover in quantum meruit (17-25-611).

That is about their position rather than yours, and it is not a plan for getting out of paying for work you received. Talk to your own lawyer about your own situation. What it tells you on the doorstep is that the business in front of you is either registered or is taking a risk no established operator would take.

The deductible question

The Arkansas Insurance Department warns homeowners about contractors who offer to waive, absorb or rebate an insurance deductible. If it comes up, the conversation is over. You do not need to work out whether it is illegal in your particular case to know that a business opening with an offer to manipulate your claim paperwork is telling you how it operates.

The same applies to an offer to handle the claim, negotiate with the adjuster, or "take care of the insurance side" for you. Deal with your insurer and your own agent directly.

What to say at the door

  • "What is your Arkansas roofing contractor registration number?" Then check it yourself before anything else happens.
  • "Leave the paperwork and I will read it." Anything that cannot survive that is not worth signing.
  • "I will contact my insurer myself." Then do that, before any contractor gets on the roof.
  • "Have your agent send me the certificates directly." A real business does this without friction.

A fair word about storm crews

Travelling crews are a legitimate part of roofing, and after a large storm the local capacity genuinely is not enough. The problem is not that a business came from somewhere else. The problem is the ones that arrive without registration, without a written contract, and with a deductible offer, and those are separable from the rest in about five minutes of questions.

  1. The roofing contractor registration

    Arkansas requires a roofing contractor registration certificate to perform residential roofing work. Ask for the registration and check it against the Contractors Licensing Board's own record. Working without one is a Class A misdemeanor under 17-25-603, with each day counted as a separate offense.

  2. The $15,000 surety bond

    Every registrant files a $15,000 surety bond with the application, along with proof of workers compensation coverage where the business has employees (17-25-604). The bond is not an insurance policy for your project, and it is worth knowing it exists and who wrote it.

  3. A current insurance certificate, sent by the agent

    Ask for general liability and workers compensation certificates to be sent to you directly by the insurance agency, naming you, rather than handed over as a PDF. Arkansas does not test roofers, so this is one of the checks that carries real weight.

  4. A written contract with a change-order process

    Get the scope, the metal system and gauge, the underlayment, the fastening method and the price in writing, with a stated process for anything found once the old roof is off. Decking damage is the usual surprise on a tear-off.

Common questions

Is door-to-door roofing sales illegal in Arkansas?
No, and that is not the point. What the statute does is attach a condition to an exemption: a home improvement or residential building contractor can perform roofing under its own credential where the roofing rides along with a larger project, but only if it does not use door-to-door sales of roofing services. So a door-knocking business cannot rely on that exemption and needs the roofing contractor registration itself.
