How to check an Arkansas roofer

What Arkansas requires, precisely

The rules sit in Ark. Code Ann. 17-25-601 through 17-25-611, published by the Arkansas Contractors Licensing Board. A roofing contractor registration certificate is required to act as a roofing contractor on residential work, and the application asks for:

• A sworn statement that the applicant is 18 or older, with name, address, telephone and business details
• Disclosure of any roofing credential held in another state and of any disciplinary action
• A $15,000 surety bond
• Proof of workers compensation coverage where the business has employees
• A fee capped at $100, with the certificate expiring one year after it is issued

The qualification section, 17-25-605, lets the committee limit a certificate to the character of work the applicant is qualified to perform and lets it weigh certain convictions. It contains no examination. Neither does any other section of the subchapter.

The exam that exists, and why it is not this one

Arkansas does have a written examination in its residential contractor law, at 17-25-509, and the committee applies its written exam to the licences it issues. Those attach to the residential building contractor licence, which is a different credential from the roofing registration. If somebody tells you their roofer "passed the state test", the useful follow-up is which credential they are describing.

The $2,000 number, and what it is not

You will see $2,000 quoted in Arkansas contractor discussions, including on the City of Little Rock's own business pages. It belongs to the residential building and home improvement licence exemption: work not exceeding $2,000 falls outside that requirement, and the law carries anti-splitting language so a job cannot be broken into smaller contracts to slip under it. It is not the roofing registration threshold. Keeping those two straight matters when a contractor explains why they do not need something.

Two consequences that give the registration teeth

The registration is cheap and easy to obtain, which makes skipping it a strange decision, and the statute explains why it is also an expensive one:

• 17-25-603: acting as a roofing contractor without a certificate is a Class A misdemeanor, each day counted as a separate offense.
• 17-25-611: a roofing contractor that performs work or contracts in violation of the subchapter cannot bring an action to enforce the contract and cannot recover in quantum meruit.

Read that second one carefully, because it is about the contractor's position rather than yours. It does not tell you to withhold payment and it is not legal advice. What it tells you is that a business skipping a $100 registration is taking a risk that a serious operator would not.

The door-to-door condition

A home improvement or residential building contractor can do roofing under its own credential where the roofing rides along with a larger project, but 17-25-610 attaches a condition: the business must not use door-to-door sales of roofing services. That makes the exemption useless to a storm crew working the neighbourhood, which is exactly when you are most likely to hear it invoked. What to ask, in the order worth asking it

• "What is your Arkansas roofing contractor registration?" Then check it with the board yourself rather than looking at a photograph of a certificate.
• "Who wrote your surety bond?" A registrant has one, because the application requires it.
• "Will your agent send me the liability and workers compensation certificates directly, naming me?" A forwarded PDF is not the same thing.
• "What is the per-sheet price if the decking is bad?" Settle this before the tear-off, not on the day.
• "What do you warrant on your own workmanship, and for how long?" This is separate from the panel manufacturer's warranty.
• "Which cities can you pull permits in?" In Little Rock the answer involves a city licence as well as the state registration.

Three answers that should end the conversation

• An offer to waive, absorb or rebate your insurance deductible. The Arkansas Insurance Department warns homeowners about it.
• An offer to handle or negotiate your insurance claim on your behalf. Deal with your insurer yourself.
• Pressure to sign anything today, including a document described as just an authorization to inspect.

What we will not do

We do not tell you whether any specific named contractor is or is not properly registered. That check is public and it is yours to run, and a matching service vouching for individual businesses would be exactly the kind of unearned trust signal this site exists to argue against.
